The process of assessing the potential environmental impacts of project and activity implementation as well as the adoption of plans and programs aims at assessing them as early as possible before making relevant decisions and integrating the environmental dimension into the relevant decisions/approvals.

For the environmental licensing of projects and activities of the public and private sector, the provisions of Law 4014/11 "Environmental licensing of projects and activities, arbitrary regulation in relation to the creation of an environmental balance and other provisions of competence of the Ministry of the Environment" (Government Gazette 209 / A / 2011)

By MA 1958/12 (Government Gazette 21 / B / 2012) all the projects and activities for which environmental licensing is required have been classified into two categories: A (subdivided into subcategories A1 and A2) and B and 12 groups common to all categories. Sub-class A1 includes projects and activities likely to have a very significant impact on the environment, and sub-category A2 includes projects and activities likely to have a significant impact on the environment. Category B includes projects and activities characterized by local and non-significant environmental impacts.

These groups are the following:
group 1: Land and air transport
group 2: Hydraulic works
group 3: Port works
group 4: Environmental Infrastructure Systems
group 5: Exploitation activities
group 6: Tourist and urban regeneration, building, sports and leisure facilities
group 7: Poultry-breeding facilities
group 8: Aquaculture
group 9: Industrial and related facilities
group 10: Renewable energy sources
group 11: Transport of energy, fuels and chemicals
group 12: Special projects and activities
