What the citizen should know

Pursuant to Law 4389/2016, the responsibility for developing Forest Maps as well as for all works up to the ratification of the Forest Charter belongs to the relevant Forestry Directorate of the Decentralized Administration.

In this context, using the capabilities of new technologies, Hellenic Cadastre SA has created a new special application for uploading Forest Maps online. In this way, all citizens and institutions now have direct access to the content of the Forest Charter and can easily, simply and quickly find out whether the area of ​​interest to them is of a forest or non-forest nature. This new online application gives the opportunity to opt-in electronically and pay the special fee.

In each area for which a Forest Map is posted are set up Forest Maps Suspension Support Points with the decision of the Coordinator of the Decentralized Management to inform each interested person.

 

Points of hanging forest maps

The Forest Map is exclusively posted electronically on the website of Hellenic Cadastre SA following a relevant decision of the relevant Department of Forests.

For any matter relating to posting or opposing the content of the Forest Map, please contact the competent Forestry Ground Support Support Bodies where your site belongs.

 

Useful information

Against the content of the Forest Charter that has been posted, objections or requests for correction of obvious errors may be made within a strict time limit one hundred and five (105) days from the date specified in the objection, issued by the competent Forestry Board. This deadline is extended by twenty (20) days for residents or residents abroad.

Submission of objections is possible only electronically, on the dedicated Forest Maps Mapping Web Site and Submission of Obstructions or Application for Correction of Proven Errors on the website of Hellenic Cadastre SA, by completing the corresponding electronic form. Requests for correction of a manifest error can also be submitted to the competent Forestry Board.

The objections to the content of the posted Forest Charter raise grounds for character or form an area displayed in the Forest Area and not its ownership status.

Requests for the correction of obvious errors concern only the Ministerial Decision (Government Gazette 1366 Β) provided for in paragraph A of Ministerial Decision 153394/919 / 12-4-2017.

Any natural or legal person, public or private, as well as the Greek State and the local authorities. first and second grades, who have a legitimate interest, may raise objections and requests for correction of obvious errors against the content of the Forest Charter. In particular, objections may be made either because an area is classified as forest or grassland or rocky or rocky (while not) or vice versa because some area has been omitted to be classified as forest or grassland or rocky or rocky (while it is).

If any forest or grassland or rocky land is not included in the Forest Charter, any natural or legal person, and in particular the Greek State, may submit objections and requests for correction of obvious errors. first and second levels, to the administrative boundaries of which the land is located, environmental organizations and other non-profit-making legal entities whose objectives include the protection of the natural environment.

 - Objections are submitted for all or part of the forest/grassland areas, included within a parcel/polygon, on which the party concerned claims a legitimate interest. For each plot, an electronic objection form is submitted, except for the case that part of the controversial area is subject to objection.
 - In cases where the person concerned intends to dispute the character of the land on different plots, he completes and submits as many electronic forms of objection as any such plots.
 - Objections due to lack of representation of acts of the administration in the Forest Charter (eg final acts of characterization and decisions under No. 14 of Law 998/79, urban plans and settlements of paras 2a and 2b of No. 23 of N.3889/10, distributions, etc.) are exempt from the payment of the special fee. Similarly, they are exempt from the payment of the special fee, the objections in the part relating to pending applications and case- 14 of Law998 / 79. In cases where objections are lodged free of charge, they are not submitted through the web application, but the interested parties have to go to the competent Syndicate within the relevant time limit by submitting the relevant supporting documents in order for the objections to be registered, exceptionally

 

How to submit objections

Objections are submitted exclusively electronically through the specific web application available on the website of ESCHA SA. E-Services/FORESTRY MAPS/Submission of objections. In the app you will find a detailed instruction manual for objections.

For all objections submitted electronically, copies of evidence of legitimate interest as well as other relevant data / documents are sent by post, in paper form, by registered mail to the competent Forestry Board Support Point set out in the call for objections. The sender's file must indicate the name of the person concerned and the protocol number of the objections submitted electronically. The date of dispatch is the date indicated on the postage stamp.

The submission of copies of the elements proving the legitimate interest as well as the other relevant data / documents can be made and either in person or through a third party to the responsible Forest Maps Suspension Support Point after relevant communication.
